I think Ukraine and the United States generally agree, on a global scale, that what is required is a comprehensive truce,” Tykhyi stated. “Intermittent ceasefires are efforts aimed at reaching pacts in specific regions… however, fundamentally, we recognize that an entire halt to all hostile activities must be achieved. Moreover, I am confident that the U.S. perspective aligns with this standpoint.
He stressed the significance of keeping an eye on Russia’s breaches of the ceasefire terms. As per Tykhyi, Ukraine is collaborating closely with the U.S. and allies to create systems for detecting and confirming these violations.

“Because, of course, violations will continue, and there must be objective data — an objective way to confirm Russia’s violations of these ceasefire regimes,” he added.
Also on April 16, Tykhyi stated that Russia continues to breach the “energy ceasefire” by targeting Ukraine’s power infrastructure. He said three such attacks had been recorded in the past 24 hours alone.
Russia’s ceasefire violations
The Ukrainian Foreign Ministry earlier declared that a truce specifically aimed at protecting energy infrastructure came into force on March 25. However, Russia’s claim that this ceasefire started on March 18 is considered false by Ukraine.
On April 1, Russian Foreign Minister Sergei Lavrov falsely accused Ukraine of breaching agreements related to energy infrastructure and claimed Russia had informed the U.S., the OSCE, and the United Nations of this alleged violation.
Ukraine’s General Staff refuted these allegations, labeling them as misinformation. According to defense officials, Ukraine’s armed forces remain committed to the “energy truce” and are targeting solely Russian military objectives.

Meanwhile, Russia has continued attacks on Ukraine’s energy infrastructure in Kherson, Poltava, Donetsk, and other oblasts.
On April 10, Yurii Boiko, an advisor to Ukraine’s prime minister and a member of the supervisory board at Ukrenergo, stated that although Russian forces ceased their attacks on critical energy infrastructure following March 24, they have kept up assaults on front-line power stations.
On April 15, Ukraine’s National Security and Defense Council’s Center for Combating Disinformation stated that over the course of 22 days under what was called an “energy truce,” Russia had killed almost two-and-a-half times as many Ukrainians compared to the corresponding timeframe prior to announcing this supposed cease-fire.
