According to the statement, this initiative was crafted under the oversight of Iryna Vereschchuk, who serves as the deputy head of the Presidential Office. It involved contributions from members of the Ministry of Defense, the General Staff of the Armed Forces, the Territorial Defense Forces, local military administrators, along with entities from both the public sector and volunteer groups.
The regional councils will select the center directors according to recommendations provided by the regional military administrations. These same administrations will oversee, assess, and submit reports about the centers’ operations to the Defense Ministry.

The Territorial Defense Forces will validate the training program, with center directors and instructors being veterans who receive training and certification at military colleges.

In February, Vereshchuk outlined her plan to set up these national resistance training hubs, emphasizing that the first stage would concentrate on bringing aboard trainers.
